West Virginia stands at a turning point—and Senate District 12 deserves leadership that delivers results, not rhetoric.  I am running to bring disciplined, mature, experienced conservative leadership focused on strengthening energy independence, growing the economy,  empowering families, restoring accountability in government, and protecting the freedoms that define West Virginia’s way of life.

 

My mission is rooted in putting West Virginia first—defending coal and natural gas as the backbone of reliable, affordable energy, ensuring grid stability, and creating the conditions for long-term economic growth and job creation.​

 

I am committed to expanding education freedom through school choice while strengthening public education by eliminating administrative bloat and directing resources back into classrooms for teachers and students.

 

I will fight to eliminate the personal income tax, protect private property rights, and ensure that families—not bureaucrats—have the final say in their children’s education and healthcare through informed consent and shared medical decision-making.

 

Grounded in faith, service, and constitutional principles, I stand firmly for individual liberty, the Second Amendment, and the values that have long defined West Virginia.

Government’s role is to safeguard these liberties—not restrict them—so individuals can live, work, and raise their families with confidence and security.

The law applies equally to everyone—no special treatment, no double standards, and no selective enforcement. It means protecting people’s right to speak freely, defend themselves, and live without unreasonable intrusion, while holding those who break the law accountable in a fair and consistent way. Government’s responsibility is to enforce the law with integrity and transparency so citizens can trust that justice is applied evenly and their rights are respected.

ABOUT JOE

Joseph Earley is a lifelong West Virginian, born in Montgomery and raised in eastern Kanawha County, with deep family roots in the state’s working-class heritage of coal miners, steelworkers, tradesmen, and military service. He began working at just 17 years old in field survey work in the natural gas industry gaining early exposure to the value of hard work, discipline, and skilled trades.

At age 21, Joe answered the call to serve his country, enlisting in the United States Army in 1982.  Over a distinguished 20-year career, he rose through the ranks to retire as a First Sergeant in the Armor branch.

 

His service included assignments in West Germany during the Cold War, multiple tours in South Korea, and deployment to Kuwait during Operation Vigilant Warrior—leading soldiers, managing complex operations, and instilling mission-focused leadership that continues to define his approach today.

Following his military service, Joe transitioned into the cybersecurity field, where he built a career focused on protecting critical information systems, managing risk, and strengthening national and organizational cybersecurity. 

 

He holds a Bachelor of Science from the University of Louisville and a Master of Science in Technology Management with a focus in Information Security from Marshall University. 

 

He has earned internationally recognized certifications from leading professional organizations, including (ISC)², EC Council, and the Project Management Institute (PMI), reflecting his expertise in cybersecurity engineering, risk management, and project leadership.

Today, Joe is is a cybersecurity engineering professional, veteran leader, and advocate for West Virginia’s future—bringing a lifetime of service, technical expertise, and principled leadership to the challenges facing Senate District 12 and the State of West Virginia.
